(A non-conforming sign type discovered as a result of the citywide sign
inventory)
Michael Schrader created a system
for enumerating, evaluating, and tracking sign installations citywide. Not only was the system a raw inventory of
existing signs, it established procedures for sign installation and inventory
control that increased efficiency, improved motorist safety, reduced the costs
of both labor and material, and improved budgeting, cost analysis, and quality
control.
