SPRINGFIELD CITYWIDE SIGN INVENTORY SYSTEM

(A non-conforming sign type discovered as a result of the citywide sign inventory)

Michael Schrader created a system for enumerating, evaluating, and tracking sign installations citywide. Not only was the system a raw inventory of existing signs, it established procedures for sign installation and inventory control that increased efficiency, improved motorist safety, reduced the costs of both labor and material, and improved budgeting, cost analysis, and quality control.

Tasks performed

·         Inventoried all signs in the city (over 10,000)

·         Inventoried material

·         Identified sub-standard signs

·         Identified non-conforming signs

·         Identified non-conforming uses

·         Established a procedure for reducing "dead-head" time by city crews

·         Created a database of all signs and material

·         Created a method for cost analysis

·         Trained employees in the use of the new equipment and procedures

·         Created a procedure for the tracking of inventory of both raw materials and finished products

·         Analyzed data to determine trends and causal links

·         Performed quality control/quality assurance for all facets of the project
