| Municipal and Governmental Service Missouri Department of Transportation—, Various titles, 1985, 1986, 1987, 1989. Michael H. Schrader worked four summers for the Missouri Department of Transportation in various locations and performing progressively more responsible duties. In 1985 and 1986, he worked in the District 8 (Springfield) Headquarters, performing various drafting and surveying duties for the Surveys and Plans Division. In 1987 and 1989, he worked in field offices in District 6 (St. Louis Metro), performing construction inspection and construction survey layout. City of Springfield, Illinois—--Special Projects Engineer, 1990-1993. Mr. Schrader served as the Special Projects Engineer with a traffic engineering emphasis for the City of Springfield, Illinois. His projects included utilizing the TRANPLAN model to analyze simultaneous traffic operational changes to several facilities, a study of the effectiveness of school speed zone traffic control devices (published in TRR #1692), a study of the effects of changes to posted speed limits on travel speed, and the creation, implementation, and maintenance of a complete citywide sign inventory and management system. In addition, he served as the Traffic Engineering technical advisor to the city Planning and Zoning Commission, and sat on the Land Subdivision Committee of the Regional Planning Commission, a technical board of review for subdivisions and site plans. City of Little Rock, Arkansas—--Traffic Operations Engineer, 1994-1996. Mr. Schrader served as the Traffic Operations Engineer for the City of Little Rock, Arkansas. His duties included the authorization of striping and signing changes, land subdivision and site plan review, and the issuance of barricade permits. Metroplan, The MPO for Little Rock, Arkansas--—Engineer, 1996-1997. Mr. Schrader served as the staff engineer for Metroplan. His responsibilities including the monitoring of TIP projects, staff review of proposed TIP projects, construction review of TIP projects prior to acceptance and bid letting, providing technical assistance to member jurisdictions, MIS review, and the use, maintenance, and updating of the regional transportation model. While at Metroplan, he was contracted out to several member jurisdictions to function as their engineer. City of Vilonia, Arkansas—--City Engineer, 1996-1997. Mr. Schrader served, under contract, as the City Engineer of the City of Vilonia, Arkansas, a rural city of approximately 1,500 residents 45 miles north of Little Rock. As the City Engineer, he helped author the city's Land Subdivision Ordinance, and reviewed all proposed developments. County of Lonoke, Arkansas---County Engineer, 1997. Mr. Schrader served, under contract, as the County Engineer of Lonoke County, Arkansas, a county of approximately 30,000 residents 20 miles east of Little Rock, Arkansas. City of Cammack Village, Arkansas—--City Engineer, 1997. Mr. Schrader served, under contract, as the City Engineer of the City of Cammack Village, Arkansas, a residential city of 800 completely surrounded by the city of Little Rock. A fully developed city, his emphasis was in the area of infrastructure improvement. he performed a detailed study of one of the City's watersheds, and designed a stormwater management system to help eliminate flooding of residences along the watershed. In addition to the stormwater issues, he also helped the city obtain a $50,000 grant from the State of Arkansas for renovation of the playground at Baker Park. City of Cabot, Arkansas—--Public Works Director, 1997. Mr. Schrader was the first Public Works Director for Cabot, Arkansas, a suburban city of approximately 10,000 residents 20 miles northeast of Little Rock. The Public Works Directorship was a new position that had direct supervisory oversight of a newly created Public Works Department created with the merger of the Water, Wastewater, Street, and Animal Services Departments of the city. In addition to managing the four merged departments, he also served as City Engineer. As City Engineer, he set monthly planning agendas for the Planning Commission, reviewed subdivisions and site plans, reviewed all engineering work by consultants for the city of Cabot, and represented Cabot on regional committees. The operating budget of the combined Public Works Department was in excess of $1.5 million, with a staff of over 20. County of Dallas, Texas—--Senior Transportation Planner, 1999-2000. As the Senior Transportation Planner for Dallas County, Texas, Mr. Schrader was responsible for the maintenance and updating of all official Dallas County Public Works maps, the creation and oversight of the Dallas County Major Capital Improvement Program, representing Dallas County on several regional technical committees, representing Dallas County on several MIS study committees, and the creation and maintenance of numerous databases, most notably an extensive project cost and time tracking system. |
